S16/17 OFF-SEASON SCHEDULE, INSTRUCTIONS, AND ANNOUNCEMENTS

The Following is the schedule of events for the off-season

SEASON 16

1. PRESS CONFERENCES AND TEAM BUSINESS

- All teams conduct season ending press conference (from whichever week your season ended and have final conversations with coaches, players, and or attempt to re-sign a small number of soon-to-be free agents.

2. END OF SEASON OWNER MEETINGS

- GM's meet with their team's owner.  Upon completion of all S16 business LOCK IN TO CLOSE OUT S16


END OF SEASON 16 EVENTS

The following events will occur once all threads are locked.

- S16 Award Winners Announced
- Player Retirements (round one)
- GM firings
- S16 Budget Closeout
- Contract Option Decision Day

SEASON 16/17 OFF-SEASON

1. GM FREE AGENCY

The FIRST official phase of the offseason will be the brand new version of General Manager Free Agency. Each team that does not have a GM will begin their search for a leader.  Contract offers will be made and negotiations will be had in private.  As GM's sign with a team the news will be broken via HIFL News thread.

If a GM leaves their current post or is traded during this period the team losing their GM will join the free agency pool to find a replacement.

Once all teams are filled or we are out of free agent GMs, we will move to the next stage.

2. GM UNION REP ELECTION

Once all GMs are hired, the nomination and election process for the next GM Rep will be conducted in the appropriate thread.



3. OWNER, PLAYER, AND GM UNION REP MEETINGS

Once a GM rep is decided the GM rep, HIFLPA rep, and Leader of the HIFL Ownership Coalition will meet to negotiate rule changes, salary cap figures, bonus figures, and more during the new CBA talks which will effect the league for the next 2 seasons.

4. HEAD COACH HIRING

Standard interview period where GMs may attempt to interview and sign free agent coaches or currently signed position coaches and/or coordinators from college, PFL, or HIFL clubs.

Once all teams have hired a head coach we will move to the next phase.

I WILL NOT BE ADDING A COACHING FREE AGENCY SHEET

If you have scouted college coaches or know of them from the news, you can interview them.
You can also request an interview with "the coach of (SCHOOL HERE) but it will get a less than excited reply if you dont know them.

You can also reach out to coordinators and other coaches that are NOT head coaches.
between the team sheets from last season.  the team sheets updated for this season/off-season that show current contract status, and season-long news etc there are plenty of resources to know who you want to interview for coaches.

For the NEW GMS I will also help by having the secretary make some recommendations based on what the GM is looking for (style of play, etc).

but doing a coaching sheet is just not in the cards.


5. COACHING STAFF BUDGET ALLOCATION

Each GM will allocate a budget to their HC to hire the rest of their staff.  There will be a template provided when the period starts.

GMs will submit these template/forms via PM to avoid other teams seeing your budget until all teams have submitted and coaching contracts are published to the League Office.

I am going to unlock the S17 league office thread.

At this time you should only be doing the following:

  • Terminating HC Contract (if you want to get rid of your head coach)
  • League Officing a Contract with your new head coach (if you have agreed to terms with a new HC)
  • Paying Incentives to players from your off-season bonus
  • Paying or completing "conditional" trades from last season to another team from your off-season bonus
  • Sign your GM Contract if you forgot to and nearly left a massive amount of cash on the table.
  • Make your GM Fund Tracker Post - IF YOU ARE THE GM REP ONLY

This is not the time to scout players, submit player contracts, pay the GM fund,  or anything else.

THIS IS NOT THE TIME TO MAKE PICK OR PLAYER TRADES.

The following is the template for your coaching staff budget.  Your head coach will use this budget to fill out his staff.  Your HC's reputation and skill level will factor along with his available budget with who he hires.

Coaches have preferences so they factor as well.
A large budget doesn't guarantee a rock star staff but if a coordinator/coach is choosing between teams obviously money will be a factor.

All 32 teams will submit this budget sheet via PM to keep it a secret until staffs are announced, this is to prevent anyone from sand bagging and then offering more than another team etc.

There is no maximum or minimum salary.  If you leave a salary blank you will have an intern at the position and see what happens.

CLARIFICATION:  Each coach is paid separately, OC's salary is ONLY him unlike last season where the other coaches were paid from his salary. (if you need to amend your budget PM me ASAP)

6. INTERNATIONAL FREE AGENCY

International Free Agency will consist of 4 stages. 

Stage One:
Each team will be allowed the following:
- 1 Contract Offer (negotiation) via PM
- Teams with IPS players (listed as Posting Advantage in the sheet)  may send a message to the players agents expressing interest and scheduling talks on day 2 (this will prevent a quick signing to another team if offered on day 1)

Stage Two:
Each team will be allowed the following:
- Continued negotiations with stage one player (if necessary) via PM
- 3 new contract offers (negotiations) via PM

from stage two forward if you have yet to talk to a player you hold a posting advantage with, then you are at risk of losing them easily if someone else offers)

Stage Three:
Each team will be allowed the following:
- Continued negotiations with stage one/two players (if necessary) via PM
- 3 new contract offers (negotiations) via PM

Stage Four:
Each team will be allowed the following:
- Final negotiations with stage one/two/three players (if necessary) via PM
- 3 new contract offers (negotiations) via PM




EACH STAGE WILL LAST A SET NUMBER OF REAL-WORLD HOURS/DAYS.  YOU WILL ONLY BE ABLE TO COUNTER OFFER ONCE PER STAGE (initial offer.   agent counter.  your own counter.)  any additional contact other than a message to retract your offer entirely is prohibited and will be considered tampering.    You WILL be able to discuss the players wants/desires prior to making your first offer but only in a limited capacity, ask your questions in one simple message and don't try to squeeze 15 questions into one conversation.  If the Agent is irritated you'll know by their reply.

Any negotiations that do not result in a signing after stage four has ended will be cancelled and the unsigned players will return to the IFAF.

If you make an offer and back out after the player has already accepted, be prepared for rough repercussions.

7. COACHING STAFF FINALIZATION

Once I am back at two+ monitors, your coaching staff will be finalized via your budget and you will get an update to your google doc team sheet with your full coaching staff listed.

DO NOT OFFER MORE THAN ONE PLAYER AT A TIME.

IF YOU WOULD LIKE TO AUTO-FILL YOUR ROSTER WITH RANDOM MINIMUM SALARY CONTRACTS (AND HAVE THE CAP SPACE TO DO IT) YOU CAN PAY $1.5MM BONUS (OR OFF-SEASON BONUS) AND I WILL FILL YOUR ROSTER.

You will get what you get and not fuss a bit, though.

MUST HAVE THE AVAILABLE FINANCES TO MAKE IT WORK, OR I WILL CUT A RANDOM CONTRACT AND YOURE STUCK WITH THAT DECISION!
